Bruce Highway business case summaries released

Building Queensland has released details of the business cases developed for two projects under the Cairns Bruce Highway Upgrade Master Plan—Stage 3 Edmonton to Gordonvale and Stage 4 Kate Street to Aumuller Street. The Bruce Highway is part of the National Land Transport Network, connecting Cairns to the vast majority of Queensland and servicing both intra and inter-regional movements. It is the primary freight access to Cairns, handling more freight than the Port of Cairns and the North Coast Rail Line. The proposed upgrades to the Edmonton to Gordonvale and Kate Street to Aumuller Street sections of the Bruce Highway are expected to deliver long-term improvements to traffic flow and road safety.

The Edmonton to Gordonvale section of the Bruce Highway experiences delays and has a high crash rate. Increasing industry diversification, densification of the central business district, and urban expansion to the south of Cairns are resulting in forecast traffic growth beyond the reliable capacity of the existing infrastructure. Furthermore, increased growth is predicted to heavily impact the ability for the intersections along this stretch of highway to cater for traffic without significant travel time delays. The detailed business case investigated an upgrade of the Bruce Highway between Edmonton and Gordonvale creating a four-lane highway. Other upgrades include relocated rail line, new and upgraded intersections, and construction of an off-road cycle path.

The Kate Street to Aumuller Street detailed business case seeks to address traffic congestion by adding capacity and optimising corridor traffic efficiency. The project scope includes the upgrade of 2.4 kilometres of the Bruce Highway between Kate Street and Aumuller Street, extending to Fearnley Street. The project includes new lanes, signalisation of key intersections, and construction of a new bridge.

Both projects are jointly funded by the Australian and Queensland governments and planning for implementation is underway.

2019 Infrastructure Pipeline Report released
